We must however make clear the potential
limitations of our research. What are now the independent Baltic States had
previously existed over many years as provinces of larger countries – the
Tsarist Empire, the Third Reich and the Soviet Union. The available archives
are not always readily accessible and sadly due to the warfare and
destruction in this region some valuable documentation may well have been
destroyed. However our experience has been that it is possible in many cases
to glean a good deal of useful information.
